Department of Environment under the Ministry of Environment, Forest and Climate Change of the Government of Bangladesh has implemented a number of development initiatives to implement the Cartagena Protocol on Biosafety in the country. The first initiative of the government was ‘the Development of the National Biosafety Framework (NBF)’ implemented during 2004-2006 with the support of UNEP-GEF. Bangladesh NBF was developed under this technical assistance. Bangladesh also participated in the UNEP-GEF global project on ‘Building Capacity for Effective Participation in the Biosafety Clearing House (BCH)’ during 2006-2007. The first BBCH was established under this capacity building effort. Then, the country moved to take up the project ‘Implementation of the National Biosafety Framework (INBF) implemented during 2014-2018.
The capacity building of the regulatory committee members and officials, development of Biosafety Policy, Monitoring and Enforcement Manual, Training Manual and updation of regulatory documents like Biosafety Rules, Biosafety Guidelines, etc. were accomplished under this project. The central laboratory of the Department of Environment in Dhaka has been upgraded with the facility of GMO Detection under INBF.
